Regional Consultative Working Group for Cybersecurity – CAMPUS

In a context where digital transformation brings not only opportunities but also increasingly sophisticated threats, the need for a coordinated approach to cybersecurity is greater than ever. For this reason, the Regional Consultative Working Group for Cybersecurity – CAMPUS is being organised, an initiative designed to strengthen the digital resilience of the North-East region, inspired by the European Cyber Campus model.

About CAMPUS

The CAMPUS programme addresses digital resilience: the capacity of local and regional authorities (LRA) to withstand, absorb and recover from disruptions caused by external digital threats or natural disasters, through the application of cybersecurity/resilience legislation, critical infrastructures, and digital/cybersecurity skills.

The overall objective of CAMPUS is to support the partner territories in becoming more digitally resilient, taking into account the cross-cutting and multiple areas of cybersecurity.

Why does this initiative matter?

The CAMPUS Working Group is not just a one-off meeting, but the beginning of a structured cooperation framework for cybersecurity in North-Eastern Romania.

Through this initiative:

  • an ecosystem is created at regional level around cybersecurity;
  • the development of projects and partnerships with real impact is accelerated;
  • the formation of a culture of digital resilience at the level of institutions and companies is supported;
  • concrete steps are taken towards a regional model inspired by Cyber Campus France, adapted to the local context.

  • Welcome of participants and introduction of the session objectives
  • General context of the CAMPUS initiative and its link with the European Cyber Campus model

15:05 – 15:15 | Tour de table

  • Short presentations (1 min/person): name, institution, area of interest, potential contribution
  • Highlighting common topics and existing synergies

15:15 – 15:55 | Applied discussions

Purpose: sharing the experiences of the participants in the study visit to Rennes and extracting key elements that can contribute to strengthening digital resilience in the North-East region.

Structure of the session:

Each organisation that took part in the trip to Rennes (15–17 September) will give a presentation (approx. 5–7 minutes), addressing the following integrated topics:

  1. Results and observations from Rennes – concrete examples of public–private–academic collaboration observed within Cyber Campus France;
  2. Proposals for governance models and good practices – structures and coordination mechanisms that can be adapted at regional level;
  3. Ideas for developing digital skills and training – educational initiatives, certification programmes or professional training that can be adopted;
  4. Proposals for critical infrastructures and supporting technologies – technical solutions, platforms or tools relevant for strengthening cybersecurity;
  5. Recommendations and directions for action for the North-East region – partnership ideas, proposals for pilot projects, concrete steps for developing a regional model inspired by Cyber Campus France.
